New inspection unit of American waste exporter is interpreted as waste paper ban

According to foreign media reports, China has approved the first non institutional enterprises to conduct waste quality inspection in the United States, which has aroused international suspicion of the change of China’s ban on waste.
Chinese customs officials said Denmark based Baltic Sea control had been approved earlier this year as a U.S. inspection agency for waste paper exports to China. The company issued a press release. The content shows that after approval, the company can check all waste paper grade goods except mixed waste paper, and it also covers ferrous and non-ferrous metals. The company will inspect shipments to ensure they meet China’s gb-16487 quality standard, which sets a maximum pollutant limit of 0.5% for waste.
China Certification and Inspection Corporation (CCIC) has long been the only official inspection agency in the United States for shipment to China. In 2018, China launched a procedure to allow more inspection companies to apply, as well as a new regulation requiring all wastes to be inspected before shipment to China. But until now CCIC is still the only authorized inspection agency.
Earlier this month, an expert analyzed the changes in China’s upcoming domestic solid waste management bill and found more signs of a comprehensive ban on foreign waste in the future. However, the approval of another foreign waste inspection agency by China’s official customs agency seems to be in violation of the complete ban. At present, overseas agencies are closely following the next step of China’s waste paper ban.
