Paper enterprises participate in the construction of 500000 tons of recycled pulp project in the United States

The $125 million recycled pulp mill in Pennsylvania, USA, will produce more than 500000 tons of mixed paper and OCC each year and plan to ship them to China.

Imperial recycled fiber is said to have owned a Chinese paper company as an equity partner and signed a 20-year off take agreement for pulp. The project team did not name the partner, which owns a majority stake in the Pennsylvania plant.

The project is in the process of retrofitting a decommissioned steel plant in Mount faires, Pennsylvania. Bill Moore of Moore & Associates consulting management says the plant will recycle 505000 tons of fiber from nearby areas each year, using 70% of OCC and 30% of blended paper. The plant will produce 440000 tons of recycled pulp a year as raw materials for paper makers. Moore explained that the plant will use “state of the art” processing technology to produce and dry pulp to a moisture content of 10%. Then, the raw materials are packaged, packed and exported to China. Recycled pulp mills will fill the market gap left by China’s restrictions on the import of waste paper. Due to the implementation of policy measures, it is more difficult to transport recycled fibers to China, but pulp made from recycled fibers will not face the same import review. The company will collect waste mainly from Eastern and central Pennsylvania and New Jersey, and the plant will use Maryland, Delaware and New York as secondary sourcing areas.

Preliminary work on the project started about a year ago, and the team plans to close financing in the third quarter of 2020. The whole project is scheduled to start this autumn and will take a year to 14 months.

The Pennsylvania plant is looking for a long-term supply contract and will start buying recycled paper by the end of 2021 in preparation for start-up in 2022.
