The United States has made the final judgment of the second sunset review of China’s low gram heavy heat sensitive paper

On March 20, 2020, the U.S. Department of Commerce announced that it will make the final decision of the second anti subsidy fast sunset review on the light weight thermal paper imported from China: if the current anti subsidy measures are cancelled, the import of the products involved will continue or reoccur with a subsidy rate of 13.63% – 138.53%. The harmonized tariff numbers of the products involved in the case are 4811.90.9035, 4811.90.9080, 4811.59.2000, 4820.10.20, 4823.40.0000, 3703.10.60, 4811.90.8030, 4811.90.8040, 4811.90.8050, 4811.90.9030, 4811.90.9050 and 4811.90.9090.
On March 23, 2020, the U.S. Department of Commerce issued a notice that it made the final judgment of the second anti-dumping fast sunset review on the low-g heavy heat sensitive paper imported from China: it was determined that if the anti-dumping duty in this case was cancelled, the dumping of the products involved in China would continue or reoccur with a dumping margin of 115.29%. The harmonized tariff numbers of the products involved are 3703.10.60, 4811.59.20, 4811.90.8040, 4811.90.9090, 4820.10.20, 4823.40.00, 4811.90.8030, 4811.90.8050, 4811.90.9030 and 4811.90.9050.
On November 2, 2007, the U.S. Department of Commerce issued an announcement to launch an anti-dumping investigation on low-g heavy-duty thermosensitive paper imported from China, Germany and South Korea. At the same time, it launched an anti subsidy investigation on low-g heavy-duty thermosensitive paper imported from China. On March 14, 2008, the U.S. Department of Commerce made a preliminary anti subsidy decision on the products involved in the case in China. On May 13, 2008, the U.S. Department of Commerce issued an announcement to make a preliminary anti-dumping judgment on the products involved in the case, and preliminarily determined that the weighted average dumping range of Chinese enterprises involved in the case was 2.30% ~ 132.95%. On October 2, 2008, the U.S. Department of Commerce issued an announcement to make a final anti-dumping and countervailing judgment on China’s products involved in the case, ruling that the weighted average dumping margin of China’s enterprises involved in the case is 19.77% – 115.29%, and the subsidy margin is 0.57% – 137.25%. On September 26, 2013, the United States launched the first anti-dumping and countervailing sunset review and filing investigation on low-g heavy heat sensitive paper imported from China. On February 21, 2014, the U.S. made the first sunset review of anti-dumping and countervailing of low gram heavy heat sensitive paper imported from China. On December 2, 2019, the U.S. Department of Commerce issued a notice to launch the second anti-dumping and anti subsidy sunset review and filing investigation on low-g heavy heat sensitive paper imported from China.
